Passages is a program which offers adults who are prepared to plead guilty to non-violent misdemeanors an opportunity to have the conviction dismissed if they successfully complete a program of skill-building courses and restitution to the victim and community. The offenders meet initially bi-weekly and later monthly with a Community Review Panel which includes four community volunteers, a city prosecutor, a public defender, and a professional counselor.
